“It is hard to comment on the wear, as vagrant birds do not always molt as they normally would.
The structure and size are perfect for minima.
The glossy breast is also good for minima
The wing covert pattern, allowing for wear, works for minima
The bird, overall, is a bit pale
However, it fits minima well. Introduced populations, by definition with a small founder number, often show variation from wild types.
So, yes to minima.
It would be interesting to compare this bird with birds from the introduced population
